DISTRICT PUBLIC/REGULAR MEETING
The trustees of the Menard County Cemetery Maintenance District met in regular session ahead of the Annual Meeting and came to order on Wednesday, December 13, 2017 at 9:08 a.m. at 19127 State Highway 123, Petersburg, Illinois. PRESENT: Trustees: Richard Dennis Reggie Dowell and Mark Stewart, Jerry Tice, Attorney, Allan Dean, Superintendent and Charlotte Watkins, Office Assistant. MINUTES: Reggie Dowell moved to approve the minutes of the July 19th, 2017 meeting as submitted. Mark Stewart seconded, motion passed. TREASURE’S REPORT: After the discussion, Mark Stewart moved to approve the Financial Reports as submitted. Reggie Dowell seconded, motion passed. LEVY ORDINANCE: Attorney Jerry Tice explained to the Board the evaluation and process of calculating Tax Levy. Mr. Tice educated the Board on how new development increased the tax base, but, the Tiff program caused a reduction in the tax base. Mark Stewart moved to approve the Levy Ordinance #143, Reggie Dowell seconded, all Trustees say Aye, motion passed. Richard Dennis and Mark Stewart signed levy documents including the Truth in Taxation form. SEXUAL HARASSMENT POLICY: Attorney Jerry Tice, explained to the Board why a Sexual Harassment Policy was required by the State of Illinois. Upon motion made by Trustee Reggie Dowell, seconded by Trustee Mark Stewart, the following resolution was proposed for adoption: RESOLUTION ADOPTING MENARD COUNTY CEMETERY MAINTENANCE DISTRICT POLICY PROHIBITING SEXUAL HARASSMENT WHEREAS, the Illinois General Assembly has adopted Public Act 100-0554 (The Act) which amends the State Officials and employees’ Ethics Act pertaining to governmental entities mandating that all governmental units adopt within 60 days after the effective date of The Act on November 16, 2017 an Ordinance or Resolution establishing a policy prohibiting sexual harassment. NOW THEREFORE, BE IT RESOLVED, that the Menard county Cemetery Maintenance district hereby adopts the attached Policy entitled: Menard county Cemetery Maintenance District Policy Prohibiting Sexual Harassment with an effective date on the date of adoption. The Chairman of the Board declared that the foregoing resolution adopting the Menard county Cemetery Maintenance District Policy Prohibiting Sexual Harassment was duly adopted by unanimous vote with Trustee Dennis voting aye, Trustee Stewart voting aye, and Trustee Dowell voting aye. See Policy number “A1” attached. Attorney Tice informed the Board that a separate book containing all Policies should be kept and suggested that the Office Assistant organize accordingly. EQUIPMENT: Allan stated that a mower would probably be needed in the Spring to keep the replacement rotation in line. Other than every year replacement of Weed Eaters and small equipment needs, no major purchase was required at this time. Trustee Reggie Dowell informed Allan that there was a problem with the Flag in the Sweetwater Cemetery. Allan stated that he was aware of the situation, and that the rope was broken and would be replaced. Manager, Dean relayed to the Board members that the Veterans had not been supplying the flags for the cemeteries for some time now, and that the District had been incurring the cost, but that he was working to remedy the situation. OFFICE EQUIPMENT: Allan told the Board that no new office equipment was needed at this time, but a new printer had been purchased for the Office Assistant. BONUSES: President, Richard Dennis reported that bonuses for Allan, Mitchell, Jeremy and Kevin would be distributed at the joint meeting with Cemetery Board Members. He reported that all Cemetery Boards had sent their contributions for the bonuses. Reggie Dowell made a motion to give Office Assistant Charlotte Watkins a Christmas bonus of $300.00. Mark seconded the motion, motion passed. ADJOURNMENT: There being no further business for the Trustees, Reggie Dowell moved to adjourn at 10:25 a.m., Mark Stewart seconded, Motion passed. They concluded they should recess for lunch at Gilmore’s Diner and then attend the annual meeting with the cemetery representatives scheduled for 1:00 p.m. this date at the Maintenance District Office at 19127 State Highway 123, Petersburg, Illinois.
