REGULAR MEETING
The Trustees of the Menard County Cemetery Maintenance District met in regular session and came to order on Wednesday, March 11, 2020, at 8:00 a.m. at 19127 State Highway 123, Petersburg, Illinois. PRESENT: Trustees Mark Stewart, Richard Dennis and Reggie Dowell, Attorney Devin Vaughn, Charlotte Watkins, Office Ass’t., Allan Dean, Superintendent. Jeremy Bennett, Asst. Manager and Citizen Ben Hollis. SPECIAL OTHER: Mr. Ben Hollis attended the meeting to discuss the burial of his father in Kirby Cemetery. Currently there are no maps or plot records. He said he had talked to the State And they had a few records of the cemetery. He informed the board that he had talked to Attorney Jerry Tice about the abstract/ Will of Mr, Kirby which left the property for a cemetery. The cemetery is currently exempt. Last known burial was in 1912. Allan explained that no burials could take place in any cemetery without a map as per State Law. Mr. Hollis ask that Attorney Tice research the legislation. AGENDA: Reggie Dowell, moved to accept Agenda as submitted and posted, Mark Stewart seconded, motion passed. MINUTES: Mark Stewart moved to approve the minutes as submitted, Reggie Dowell seconded, motion passed. TREASURER’S REPORT: Reggie Dowell moved to approve the Treasurer’s report, Mark Stewart seconded, motion passed. FOIA COMPLIANCE: Reggie Dowell is due for renewal of the FOIA MEETING DATES: Trustee’s approved the following meeting dates for the upcoming year: Meeting dates for calendar year 2020 / 2021. 1st Wednesday in June, 2020 at 8:00 a.m. - June 3rd 3rd Wednesday in July, 2020 at 8:00 a.m. - July 15th 2nd Wednesday in December, 2020 at 9:00 a.m. - December 9th with adjournment to an afternoon meeting with Cemetery Representatives. 2nd Wednesday in March, 2021 at 8:00 a.m. – March 10th EQUIPMENT: Allan submitted quotes for three different mowers. Henry’s Service Center submitted a quote for a Turftiger 72” deck, 37 HP for $7,411.00. Illinois Power for a Kawasaki, 72” 29.5 HP $12,076.00. R&H for a Cub Cadet for $7258.99. Allan recommended the Scags Turftiger @ $7411.00. After discussion Reggie Dowell moved to approve the purchase of the Turftiger, Mark Stewart seconded, motion passed. INTERGOVERNMENTAL CONTRACT: The contract from the County to mow the (EMS) Ambulance property from May 2020 thru Nov. 2020 for the sum $3250.00 was presented. Reggie Dowell moved to approve the contract, Mark Stewart seconded the motion, motion passed with Richard Dennis, President & Mark Stewart, Sec. signing the contract. SEXUAL HARASSMENT TRAINING: Allan informed the Board Members that all employees were required to have Sexual Harassment Training. A training course was being conducted at the Petersburg Fire House on April 3rd at 10:a.m. and at 1:30 p.m. RECREATIONAL DRUG POLICY: Attorney, Devin Vaughn said they would check the Ordinance on our Drug Policy. CHARGE CARD ACCEPTANCE: Allan ask the Board if they would be interested in accepting charge card payments. After discussion the Board felt it was not necessary. SEASONAL HELP, PAY SCALE & WAGES: Allan informed the board that several of last year’s employees would be returning. He would like to start Demetri Kent at $9.75 and would go to $10.00 in July when minimum wage goes up and Josh Ruh would be at $10.00 when he returns. After discussion, the Board decided to give Allan Dean 2 weeks of additional sick time with no raise. An increase for Jeremy Bennett from $35,360.00, to $38,000.00. Mitchell Coffee’s salary from $33,280.00 to $33,800.00. Sean Dassing from hourly to a salary of $23,000.with 1 week vacation and 1 week sick time and Charlotte Watkins hourly rate from $12.00 to $13.00 per hour. Mark Stewart made a motion to approve the wage increases. Reggie Dowell seconded, motion passed. With there being no further business, Mark Stewart moved to adjourn the meeting, Richard Dennis seconded, Motion passed.
