DISTRICT PUBLIC/REGULAR MEETING
The trustees of the Menard County Cemetery Maintenance District met in regular session of the Annual Meeting. With there being a quorum, the meeting was called to order on Wednesday, December 8, 2021 at 9:05 a.m. at 19127 State Highway 123, Petersburg, Illinois.
PRESENT: Trustees: Richard Dennis and Reggie Dowell, Attorney, Jerry Tice, Jeremy Bennett, Superintendent and Charlotte Watkins, Office Assistant, with Mark Stewart being absent.
AGENDA: Reggie Dowell moved to accept the agenda as submitted. Richard Dennis seconded. Motion passed.
PRESENT: Trustees: Richard Dennis and Reggie Dowell, Attorney, Jerry Tice, Jeremy Bennett, Superintendent and Charlotte Watkins, Office Assistant, with Mark Stewart being absent.
MINUTES: Richard Dennis moved to approve the minutes of the July 21,2021 meeting as submitted. Reggie Dowell second, motion passed.
TREASURE’S REPORT: Reggie Dowell moved to approve the Financial Reports as submitted. Richard Dennis second, motion passed.
LEVY ORDINANCE: Attorney Jerry Tice explained to the Board the evaluation and process of calculating the Tax Levy and how the Inflation Caps, EAV and TIF affect the Levy. Reggie Dowell moved to approve the Levy Ordinance #156, Richard Dennis second, all Trustees say Aye, motion passed. Richard Dennis signed levy documents including the Truth in Taxation form.

MOWING CONTRACT FOR EMS PROPERTY: Reggie Dowell moved to approve the Mowing Contract with the County, Richard Dennis second, motion passed.
EQUIPMENT: Jeremy stated that a Cub Cadet mower was still coming would probably be in the Spring. He informed the Board that he had received estimates on a new Pickup Truck from Nickles of Petersburg. A 3/4 ton Crew Cab $45,144, 3/4 ton Regular Cab $41,405 and a 1/2 ton $39,345. There was a discussion of possible financing. Mr. Dennis would check the interest rates at Alliance Community Bank and Jeremy would check with Nickles to see what kind of financing they offer. Jeremy will check what the trade-in value would be for the Ford F150 2-wheel drive Super Cab with 160,000 miles.
OFFICE/ OFFICE EQUIPMENT: No office equipment needed at this time. Jeremy did state that his phone would probably need replaced.
EMPLOYEE SITUATION: Jeremy informed the Board that Mitchel would be returning to work around the 17th of December and the surgery went well on his hand. He also informed the Board that currently Sean is laid off due to health issues and that Dimitri would be staying on to help for now. Manager Bennett informed the Board Members that the number of burials for the current year was at 140.
MINIMUM WAGE INCREASE: Discussion of minimum wage going to $12.00 an hour on January 1st will be further discussed at the March meeting. Mr. Dennis reminded the Board that Jeremy’s wages go to $52,000.00 on January 1st as per the contract.
BONUSES: President, Richard Dennis reported that he received the money for the bonuses of Mitchell, Jeremy and Sean from the Cemetery Boards. Manager Jeremy Bennett was given the bonuses to distribute to the employees.
OTHER: President Dennis ask who the FOIA Officer currently is. Jeremy Bennet informed him that he was. Attorney Tice reminded the Board Members that the Open meetings act is to be renewed every year. Reggie Dowell needs to renew. All certifications are to be kept on file.
ADJOURNMENT: There being no further business for the Trustees, Reggie Dowell moved to adjourn at 10:15 a.m., Dick Dennis seconded, Motion passed.
